Joshua specializes in successfully resolving cases in all areas of tax resolution including liens, levies, & other IRS collections cases. He is experienced in all aspects of Tax Resolution cases regarding Currently Not Collectible, Offer in Compromise & Installment Agreement cases.

Joshua also represents individuals and small businesses before the IRS and Minnesota State Department of Revenue in income tax audits. For the past 10 years he has been licensed to represent taxpayers before the Internal Revenue Service as an Enrolled Agent.

Enrolled agents (EAs) are a diverse group of independent, federally authorized tax practitioners who have demonstrated a high level of technical competence in tax and are licensed to practice by the Internal Revenue Service and all 50 states.

Joshua currently serving a six-year term as President of the Minnesota Society of Enrolled Agents (MNSEA). He was elected to the position in June 2017 and is currently fulfilling the role of Immediate Past President. Joshua is also a member of the National Association of Enrolled Agents.

The history of Enrolled Agents dates to 1884 when Congress authorized the Enabling Act of 1884, also known as the Horse Act of 1884. Congress recognized a need to regulate individuals representing citizens dealing with the Treasury Department about their claims against the U.S. This act gave the Secretary of the Treasury the authority to regulate who can represent these individuals

Mr. Webskowski is distinguished as one of the very few non-attorneys admitted to practice as a practitioner before the United States Tax Court (USTCP). Joshua is a Fellow of the National Tax Practice Institute as well as a member of the National Association of Enrolled Agents and the National Association of Tax Professionals.

Michael D. Sullivan had a distinguished career for 10 years with the Internal Revenue Service as a Revenue Officer and Revenue Agent. During his years with the IRS, he also served as an Offer in Compromise Tax Specialist and a Large-Dollar Case Specialist.

Mr. Sullivan also taught at the Regional Training Center in Atlanta, Georgia as a teaching instructor. His post of duties also included being an On-the-Job Instructor (OJI) and instructed locally at his post of duties.

He also collaborated with the U.S. Attorney’s office on undercover operations which included cases of such as operation Greenback.

Michael received several awards for the dedication he exhibited to his work as a IRS Agent. During his tenure with the IRS, he was a Certified Tax Instructor who taught out of the Atlanta Regional IRS Training Offices.

For the past 35 years, Michael has been in private practice in the area of Taxpayer Consultation for tax resolution cases involving IRS Audit and Collection.

He often consults on a wide range of tax issues for corporations and individuals.

Michael has worked many large, complex cases for high-net-worth individuals and large corporations. Mr. Sullivan is a committed tax professional, purposely dedicating his involvement in the tax profession community as a frequent speaker. Michael has also served as an officer and on the Board of the Tax Council.

Born in Coral Gables, Florida, Herb’s career started with 2 years in public accounting at the international CPA firm Harris, Kerr Forster.

After 2 years had passed, he was hired on by the IRS. Herb started working in the Small Business / Self-Employed (SB/SE) Division of the IRS as a Revenue Agent. He primarily audited “C” and “S” corporations and Schedule-C’s. It wasn’t long before he was performing the duties of the acting group manager.

After 6 years, Mr. Cantor was recommended to join the Appeals Division as an Appeals Officer.

Hern worked on hundreds of cases, most notably:

  1. individual income taxes,
  2. “S” and “C” corporation tax issues,
  3. whether or not the trust fund recovery penalty (TFRP) applied to various individuals,
  4. various claims for refunds,
  5. whether to apply a civil fraud or an accuracy penalty to an understatement of tax, unreasonable compensation from a corporation,
  6. whether a preparer penalty should be applied against a tax return preparer,
  7. under-reported income,
  8. whether a sale of an asset should be classified as a capital gain versus ordinary income,
  9. charitable contribution valuations,
  10. distributions exceeding basis in an “S” corporation.

David graduated from Boston University with a Master of Taxation. David graduated fifth in his class.

Mr. Hoines then attended the University of Santa Clara with the jurist doctorate and graduated 19th in his class.

He graduated from California State University with a Bachelor of Arts degree.

David was awarded first place in the Rebellion Forum first public policy about the “Taxman in the textbook.”

Mr. Hoines is admitted to the Supreme Court of the United States of America, the Supreme Court of the state of California, Supreme Court of the state of Florida, and the Appellate Division of the Supreme Court of the State of New York.

David also was admitted in the US Circuit Court of Appeals, the US Court of Claims and the United States Tax Court.

We are proud to have Alysia R. Dahir MBA, Former IRS Agent on our staff.

Alysia has held positions with the Federal Government in The Department of Treasury (IRS) and The Department of Defense (Academic and Military Projects Army/Navy). Ms. Dahir has also been employed by global corporations as an Agent, Accountant and Analyst. She is also a former IRS Revenue Agent.

Her combined 18 years of government service, corporate accounting and individual business consulting define her as a leader. She has extensive experience with income tax preparation for individuals, corporations, partnerships, non-profits, estates and trusts, foreign expats, start-ups, and cases involving community property.

Alysia is a leader, demonstrating her rich knowledge of the concepts and principles of business finance and accounting. Julie has an authentic desire to serve and works with a broad and diverse group of clients and companies. Her strategic goals align providing precise solutions to businesses targeted by the IRS. Most importantly, she champions and commands a strong advocacy of knowledge-sharing and teamwork.

In this spirit, Alysia has a great appreciation for sharing her robust knowledge of how to work with the IRS. She helps her clients succeed by leveraging her experience of being a former IRS Agent because she knows all of the ins and out of the IRS system.

Joe has been solving IRS problems as a Certified Public Accountant licensed in the State of Texas for the past 25+ years. He is a current member with the American Institute of Certified Public Accountants (AICPA), Texas Society of CPA’s (TSCPA), and the National Society of Accountants (NSA). Joe holds a bachelor’s degree in accounting (BBA) and a Master’s degree in Business Administration (MBA) from Texas A&M Corpus Christi. Joe has extensive experience in a variety of industries serving as Controller and CFO. Joe specializes in tax resolution cases for both business and personal tax return issues.

Joe is experienced in all aspects of Tax Resolution cases regarding Currently Not Collectible, Offer in Compromise & Installment agreement cases. He has successfully resolved cases in all areas of tax resolution including liens, levies, tax audits & collection cases.

Joe has consulted with small- to medium-sized companies on various CFO, Controller accounting, and tax strategies. Mr. Hopkins provides an initial company analysis and follows through with both monthly and quarterly consulting feedback, to help business owners keep on the right path.

Mr. Hopkins is QuickBooks-certified with experience in both the desktop and online versions. He has additional experience implementing software solutions, creating budgets & analytical reports to suit your business needs. Plus, Joe has in-depth experience with tax preparation for both personal and business. Joe has previously overseen company operations for businesses with annual revenues exceeding $500,000,000, Joe has found solutions for operational goals that fit both small businesses and mid-size companies. These operational goals include but are not limited to: policies and procedures, internal & external auditors, capital expenditure budgeting, fixed asset depreciation programs, GPS time card administration, accounts receivable/payable solutions, 3rd party software integrations, reviewing complex contracts, 401K plan administrations, periodic financial preparations and corresponding correcting adjustments as well as insurance policy reviews.

Prior to becoming an attorney Lucy managed her CPA practice and worked as a Controller and Accounting Manager for public and international manufacturing companies. Lucy has experience in various aspects of business: both industry and public accounting; managing and 0consulting for businesses; assisting taxpayers from tax preparation to representation before the Tax Court; and representing clients at the federal, state, and local levels

Lucy earned her Master of Business Administration (MBA) from the University of St. Thomas in Houston, quickly followed by her JD from the South Texas College of Law, Houston. While at South Texas, Ms. Petry earned the University and Texas State Bar Pro Bono Honors award. Lucy was also a member of the Board of Advocates and the President of the Tax Law Society. She then went on to become an Adjunct Tax Clinic Professor at South Texas College of Law, Houston.

In addition to her many professional accomplishments, Lucy is an advanced diver and a pilot. She is fluent in both Spanish and Portuguese and enjoys learning about the world. Lucy has lived abroad and enjoys seeing new sights. She has traveled to more than 50 countries.
Lucy provides a holistic approach to facing business problems. Her accumulated experience as a business owner, manager of a non-profit, CPA, and an attorney has fueled Lucy’s desire to help those in need.

Lucy’s work comes to us a CPA only. Her Attorney/Lawyer Representation is by a separate personal engagement and representation to her law firm which is an entirely separate entity.

Former IRS Agent

Julie Lynch recently retired after a 38-year renowned career as a Revenue Officer in the Collection Division of the Internal Revenue Service. While working for the Internal Revenue Service, she worked collection cases involving both individuals and businesses. Julie also handled all aspects in resolving these cases; from securing Offers-in-Compromise, installment agreements, reporting cases currently not collectible and requests for abatement.

Ms. Lynch worked closely with all divisions within the IRS, including the Examination Division and the offices of the Taxpayer Advocate. In addition, Julie met regularly with representatives of both the IRS Office of Chief Counsel and the U. S. Attorney’s Office. Julie was an On-The-Job Instructor (OJI) for many new employees and has taught several IRS classes. As a senior Revenue Officer, Julie acted as a mentor to lower-graded employers.

Ms. Lynch was called upon often for her expertise. She would assist other departments within the IRS Collection Division, as well as other employees within her group.

During her tenure at the IRS, Julie received yearly Performance Awards, as well as a Regional Commissioner’s Award and a Certificate of Appreciation from the Secretary of the Treasury.

At the time of her retirement, she received the Albert Gallatin Excellent Service Award from the Secretary of the Treasury.
